THE IHSS PUBLIC AUTHORITY
 
 
The County of Sacramento Board of Supervisors established the In-Home Supportive Services (IHSS) Public Authority as part of a continuum to help elderly and/or disabled adults and disabled children ("consumers") remain in their own homes with the support of in-home care (from "caregivers").  As the employer of record for IHSS caregivers, the Public Authority negotiates wages and benefits for IHSS caregivers, provides registry services to assist IHSS consumers in finding caregivers, and provides access to training for IHSS consumers and caregivers. The agency is also responsible for providing Provider Enrollment services for new caregivers.

​The Sacramento County IHSS Caregiver Registry is a database of specially screened caregivers who are looking to work for IHSS consumers. When a consumer calls the Registry looking for a new caregiver, Registry Specialists look at specific consumer needs/provider skills, availability, demographic data and other factors in order to find the best potential matches.  A list of names is then provided to the IHSS consumer, who is responsible for interviewing and hiring the caregiver. This is a free service available to all IHSS consumers.

Note: If you are a caregiver and you already have an IHSS consumer who would like to hire you, then you do not need to apply to the Registry. Please click on the "Prov Enrollment" tab at the top of this page for information on Provider Enrollment requirements.

Please note that the Caregiver Registry is just a referral service. The IHSS consumer is the employer who will interview, hire, and supervise the caregiver chosen from the referral list.

​Provider Enrollment Information

The California Legislature has established requirements that ALL providers must complete before being paid to work for ANY recipient.

STEPS TO ENROLL AS AN IHSS PROVIDER IN SACRAMENTO COUNTY:

1. Attend an IHSS new provider orientation at the IHSS Public Authority. Orientations are held Tuesday, Wednesday and Thursday mornings at 8:30 A.M.  Seating is limited.  Orientation is for new providers and their interpreters only.  Please no recipients, children, family, or friends.  Please allow 3 hours to complete orientation.  The required provider enrollment forms will be provided at orientation. These forms are available below if you wish to review them prior to orientation.

2. Bring your unexpired, U.S. government-issued photo ID (e.g. driver’s license, state-issued ID card, U.S. passport, or military ID) and your original Social Security card to orientation.
 
3. Submit the following two forms, which must be completed and signed by your recipient before you can be paid:
  • Adding/Deleting Service Provider (SAS 1207) form
  • IHSS Recipient Designation of Provider (SOC 426a) form  
These forms are available below for your convenience. It will save you time if you are able to bring these completed and signed forms to the orientation.

These forms are also available in our office. Once you have completed the above requirements, you may return these completed and signed forms to our office at any time during business hours. Your recipient’s original signature is required on both forms.

Educational Opportunities

The In-Home Supportive Services (IHSS) Public Authority offers a variety of free classes. Classes may be taught by community experts who provide information and resources about their area of expertise. You may choose to attend a Core Class to sharpen your basic caregiving skills. Six (6) topics are addressed in Core classes and caregivers who attend all six classes may participate in Core Class Graduation. 
 
Classes:
  • Support caregivers in the workplace
  • Increase caregiving skills
  • Educate consumers about the  role of employer
  • Share information about the IHSS program
Certificates of attendance are provided,  however, classes do not offer Home Health Aide (HHA) or Certified Nursing Assistant (CNA) certification.
