About Us

IHSS Public Authority assists recipients and providers within the IHSS program. Public Authority works closely with Sacramento County IHSS, but we are a separate entity.

Getting Started

Individuals approved to receive In-Home Supportive Services are Recipients.  To apply for IHSS please contact Sacramento County IHSS at 916-874-9471.

Individuals that provide caregiving services to recipients are Providers. If you are already caring for a family member and need to apply to become a provider, please visit Provider Enrollment​.

COVID-Related Information​

  • The All County Information Notice issued on October 11, 2021 requires providers to be vaccinated unless they qualify for an exemption. Providers must have the first dose of a one-dose regimen or the second dose of a two-dose regimen of any COVID- 19 vaccine by November 30, 2021. The vaccination requirement does not apply to WPCS and IHSS providers who only provide services to a WPCS or IHSS recipient(s) with whom they live or who is a family member of the recipient(s) for whom they provide services. Medical and religious exemptions can be submitted by completing the COVID Vaccination Exemption Form. Detailed information can be found in the All County Information  Notice I-81-21​. Proof of vaccination and/or exemption status is submitted to the recipient. Public Authority and IHSS are not responsible for enforcing vaccination requirements or maintaining records regarding vaccine and exemption status.


  • IHSS and WPCS Providers are essential workers and should continue providing services to their Recipients.  For proof of being an essential worker, print out the pay stub or pay history available in the Electronic Services Portal.  Additional information regarding essential worker can be found on the California COVID ​webpage.​
